HRH The Crown Princess is responsible for opening the Social Affairs and Integration Ministry conference "Europe de l'enfance" at the Scandic Hotel, Vester Søgade 6, Copenhagen V.

"During the year 2000 the Member States of the European Union (EU) realized the need to promote a comparison of the condition of children and adolescents and of the related policies followed at the national level. Considering that these subjects do not fall under EU authority, the EU Member States felt the need to encourage an exchange of information and decided to create a European Childhood Day (to be celebrated around the 20th November) and a Permanent Intergovernmental Group, named L'Europe de l'Enfance, aimed at introducing the mainstreaming of children's policies and the rights of the child in all EU policies.

Among the reasons leading up to the creation of L'Europe de l'Enfance there was the need to better understand the living conditions of children in Europe, the policies and the best practices followed by the different Member States, to develop comparative studies and common investigating and operational methods of approach in order to fight a growing number of transnational phenomena which have a negative impact on children and their rights

ChildONEurope - the European Network of National Observatories on Childhood - is a technical-scientific body born in 2003 in the framework of the Permanent Intergovernmental Group "L'Europe de l'Enfance".

The partners of ChildONEurope consist of the representatives of National Observatories and National Ministries in charge of policies for children, whereas l'Europe de l'Enfance is composed only by the Ministerial representatives.

ChildONEurope aims to create a forum for discussion and exchange of knowledge and best practices on children's policies, mainly through research and study activities.

ChildONEurope is a member of the European Forum on the Rights of the Child, a permanent group established by the European Commission following the adoption on 4 July 2006 of the Communication "Towards an EU strategy on the Rights of the Child". Its aim is to promote children's rights in internal and external action, by advising and assisting the Commission and other European Institutions, in particular as regards mainstreaming children's rights, the exchange of information and good practice."
