kongehuset.dk has added this information about the formation of government:
http://kongehuset.dk/Menu/nyheder/regeringsdannelsen
The formation of Government is not described in detail in the Constitution, but is based on a longstanding practice.
The Prime Minister - usually in the morning the day after the general election - informs Her Majesty the Queen of the election preliminary results and how the prime minister assesses the parliamentary situation.
To the extent that the prime minister believes that having sufficient parliamentary basis to proceed, the Prime Minister can just inform the Queen that the government continues and later presents a new government.
When the Prime Minister assesses that the necessary parliamentary standing is no longer present, the Queen, on the Prime Minister's advice convenes the individual parties in parliament in order that they can account for who they want as the new prime minister or who otherwise should lead the negotiations in the formation of a new government.
Based on this advice, a new prime minister is appointed, or the person who conducts the negotiations on the formation of a new government. The Queen's role in government formation of a formal nature and the process of government formation is therefore calculated on the outgoing prime minister's responsibility.
Today at 11:00 am Her Majesty the Queen received Prime Minister Helle Thorning-Schmidt, who, after having explained the election results, submitted the government's resignation and recommended that the representatives of the political parties were given an opportunity to comment on the impending formation of government.
The political parties' representatives were then asked to appear in Christian IX's Palace at Amalienborg at 2:00 pm
